AI-Assisted ICT Procurement

Client: a Commonwealth Government department. Working within an ICT procurement engagement, Jigsaw Notions designed, built, and deployed a working AI-assisted procurement platform — proving that AI can be embedded responsibly inside real Commonwealth processes, with people firmly in control.

Procurement is Rigorous by Design — and Slow by Consequence

Commonwealth ICT procurement is deliberately thorough: every stage from planning through to contract and delivery carries documentation, probity, and approval obligations under the Commonwealth Procurement Rules.

In practice, that rigour translates into a heavy manual burden — requirements documents, approach-to-market minutes, evaluation plans, conflict-of-interest reviews, delegate submissions — each drafted by hand, each a potential bottleneck. The result: procurements that take longer than they should, and skilled officers spending their time on drafting rather than judgement.

The Question We Set Out to Answer

? Can AI take on the drafting burden of Commonwealth procurement…
? …while keeping every decision in human hands…
? …and making compliance stronger, not weaker?
wAIpoint Procurement is our working answer: yes.

The Full Procurement Lifecycle,
In One Platform

wAIpoint Procurement models the complete Commonwealth ICT procurement lifecycle as a single guided workflow — with AI assistance embedded at the stages where officers spend the most manual effort.

AI Where It Counts

Four capabilities target the points where procurement officers lose the most time — and where consistency matters most.

AI-Drafted Procurement Documents

Requirements analyses, statements of requirement, approach-to-market minutes, evaluation plans, Section 23 submissions, work orders, and contract management plans — generated as structured drafts at each stage, ready for an officer to review, refine, and accept. Hours of drafting become minutes of review.

AI Conflict-of-Interest Assessment

Declared conflicts — prior employment, personal relationships, financial interests — are read and assessed by AI, which produces a severity rating (Low / Medium / High) with a written rationale. Delegates see exactly what needs review before an evaluation can proceed, with probity built into the workflow itself.

Decision-Ready Delegate Approvals

Approvers receive an AI-prepared synopsis of each submission — a concise, decision-ready summary in place of a raw document pack. Delegates spend their time on the decision, not on reconstructing the context, and the full source documents remain a click away.

Compliance Built Into the Workflow

Checks against the Commonwealth Procurement Rules are embedded in the workflow itself rather than left to a separate audit step. Compliance stops being a gate at the end of the process and becomes a property of the process.

Input → AI Analysis → Human Decision

Every AI-assisted stage follows the same transparent pattern — illustrated here with the conflict-of-interest assessment from the Evaluation stage.

1 Input

A Declared Conflict

An evaluation committee member declares a potential conflict — for example, prior employment with a tenderer within the last three years. The declaration is captured in structured form as part of the evaluation workflow.

2 AI Analysis

Assessment with Rationale

The AI assesses the declaration in context and produces a severity rating — Low, Medium, or High — together with a written rationale explaining the assessment and what it means for the member's participation.

3 Output

A Human Decision

The delegate reviews the AI's assessment and rationale, then decides: accept, impose conditions, or exclude. The evaluation proceeds only once the human decision is recorded. The AI informs; the delegate decides.

AI Designed for
Government Trust

Government buyers are right to be cautious about AI. wAIpoint was designed from the first line of code around the assurances that matter to the Commonwealth — the same principles that underpin everything Jigsaw Notions delivers.

This isn't a generic AI product adapted for government. It's a government procurement tool, built by people who work inside Commonwealth procurement every day, with AI applied only where it demonstrably helps.

Assurance by Design

Human-in-the-loop — AI drafts and advises; people review, amend, and decide
Explainable — every AI assessment ships with its written rationale
Compliance-first — Commonwealth Procurement Rules embedded in the workflow
Sovereign — built and delivered in Australia by security-cleared professionals
Grounded in practice — built on deep, working knowledge of Commonwealth procurement

Your Department Could Be Next

wAIpoint Procurement is more than a single engagement — it's proof of a capability. The same approach — deep process knowledge, disciplined program delivery, and responsibly applied AI — translates to workflows across the Australian Government: grants administration, case management, regulatory assessment, reporting, and beyond.

If your agency is exploring how to adopt AI safely inside real processes — with sovereignty, explainability, and human control as non-negotiables — we'd welcome the conversation.
